PROBLEM TO BE SOLVED: To obtain the subject scalp and hair composition that has excellent hair-growing effect, depilation-preventive effect, scalp dandruff and itching- preventing effect with high safety by using a combination of an anti- inflammatory agent with oleyldimethylamine oxide or the like. SOLUTION: This scalp and hair composition includes (A) one or two or more of oleyldimethylamine oxide and/or isostearyldimethylamine oxide, and (B) an inflammatory agent (suitably allantoin, ichthammol, guaiazulene,ε- aminocaproic acid). In a preferred embodiment, the amount of the component B is 0.001-5 wt.% and the component A is about 0.0001-20 wt.% based on the whole amount of the composition.
