PROBLEM TO BE SOLVED: To provide a sound insulating flooring manufacturing method whereby sound insulating flooring that resists surface cracking and formation of gaps or steps can be obtained and manufacturing costs can be reduced by simplifying manufacturing processes. SOLUTION: Thin veneer 3 with a fiber direction Y roughly perpendicular to the fiber direction X of the surface layer 1 of rectangular plywood 2 which is longitudinal is affixed on the surface layer 1 to form a rectangular base 4. Thereafter, the rectangular base 4 is longitudinally cut and split into a plurality of rectangular split plates 5, which are made to deviate from one another in their longitudinal direction and joined together in parallel. The rectangular slit plates 5 are integrated together by a cushioning material 6 layering and bonded to the entire backs thereof.
