PROBLEM TO BE SOLVED: To obtain a photochromic gel from a cheap raw material in an easy way and at an ambient temperature by gelling a titanium alkoxide, a basic catalyst selected from salts of a hydrazine derivative, an amidine derivative and a hydroxylamine derivative and water and/or an acid. SOLUTION: A titanium alkoxide to be used is preferably an alkoxide represented by the formula: Ti(OR)4 (wherein R is a 1-8C hydrocarbon) among which a titanium tetrabutoxide is the most preferable. The titanium alkoxide is usually used as a solution of an organic solvent such as an alcohol or the like. The concentration of the titanium alkoxide solution is preferably not less than 0.2 mol/l. The molar ratio of the added basic catalyst to the titanium alkoxide is preferably 1/1,000-1/1. A hydrolyzation retarding agent which is capable of chelate coordination is preferably added to the titanium alkoxide and the particularly preferable hydrolyzation retarding agent is diethylene glycol.
