PROBLEM TO BE SOLVED: To make fluctuation of steam amount of a steam turbine as small as possible by collectively controlling a plurality of soot blowers in a soot blower controller. SOLUTION: A signals of activation frequency 2 of each blower or the like, a signal of soot blower specification operation condition 3 and a signal of status of each soot blower from a slave controller 11 are inputted by an operator to a plan-making means 7 in a soot blower optimal controller 5 so as to establish an optimum operation plan, that is then stored in a plan data storage space 8. When a download command 1 is inputted by the operator, control signals 12, 13, 14 are outputted so as to control and operate each soot blower 15, 16, 17. Because operation plans of all the soot blowers are collectively established, fluctuation of steam amounts is suppressed low.
