PROBLEM TO BE SOLVED: To attain cost reduction and easy recycling by forming a locking part at the front end of an arm part so as to be elastically curved in the rotational direction of a gate body, and integrally-forming the gate body, an arm part, and a locking part with a synthetic resin. SOLUTION: A gate body 21 is of comb shape, and is provided with a plurality of gate teeth 21A. Shaft parts 22, 23 have oval cross sections, and by supporting the shaft parts 22, 23 so as to rotate, the rotation of the gate body 21 is ensured. An arm part 24 is of leaf spring shape roughly parallel to the gate body 21, and the shape can be elastically-curved in the rotational direction of the gate body 21. A locking part 25 is formed into a U shape at the front end of the arm part 24. The gate body 21 and the shaft parts 22, 23, the arm part 24, and the locking part 25 are integrally-formed out of a synthetic resin, thus it is possible to reduce the number of part items to one for cost reduction.
