PROBLEM TO BE SOLVED: To provide a PC steel bar requiring no large amounts of Si and C, excellent in spot weldability, and highly balanced between uniform elongation and strength. SOLUTION: This PC steel bar has a composition containing, by mass, 0.30-0.44% C, 0.8-1.9% Si, 0.8-3.0 Mn, 0.005-0.050% Al, 0.005-0.15% N, and 0.0040-0.025% N, further containing, by mass one or >=2 kinds among 0.05-3.0% Cr, 0.05-1.0% Mo, and 0.05-1.0% V under the condition of (Cr+Mo+V)>=0.5 mass %, and having the balance Fe with invitable impurities and is composed essentially of a tempered martensitic structure.
