PROBLEM TO BE SOLVED: To eliminate initialization of a valve system for closing intake and exhaust valves in starting an engine by forming an energizing means on the opening valve side via a piston from an air spring for energizing a valve shaft using compressed air supplied to an air chamber, and by forming the energizing means on the closing valve side. SOLUTION: A means 7 for energizing a valve shaft 1a of a valve element 1 to the valve opening side is formed from an air spring, and a means 8 for energizing it to the valve closing side is formed from a coil spring. When each electromagnetic coil 5, 6 degausses magnetic field during engine stop, because inner pressure of an air chamber 13 in an air spring 7 becomes in an atmosphere condition due to air leakage from a seal portion and spring force of a coil spring 8 closes the valve element 1, initialization of a valve gear 2 that the electromagnetic coil 5 is temporarily excited in magnetic field to close the valve element 1 is eliminated. Therefore, consumed power in a battery can be saved. The air chamber 13 is provided with a relief valve 19, which keeps the inner pressure of the air chamber 13 at a desired pressure balancing with the spring force of the coil spring 8.
