PROBLEM TO BE SOLVED: To provide a hole punching method and a hole punching device of a work in which a work suitable for an anchor piece can be manufactured without any complicated processes, and a through hole to which a plurality of connection pieces can be fitted can be formed without reducing the strength. SOLUTION: A device to punch a through hole by strongly pressing a punch of a press against a work having a columnar part, is provided with a punching die 9 which is closely attached to an outer circumferential surface of a work 10 having a columnar part and restricts the section in the diameter direction of the columnar part in a non-deforming manner, a punch insertion path 9b formed in the die 9 in the direction across the axis of the columnar part restricted by the die 9, and a punch driving means to strongly press the punch 7 movable along the punch insertion path 9b against the outer circumferential surface of the columnar part.
