PURPOSE: A conditioning and cleansing composition is provided to offer the excellent foaming property and conditioning effect without oily feeling. CONSTITUTION: A cosmetic composition contains: at least one of vegetable oil having non-volatility; 0.1-1.8 wt% of more than one of sulfate typed surfactant having a negative ion property; 0.1-1.8 wt% of more than one of alkyl polyglycoside typed non-ionic surfactant; the vegetable oil having non-volatility property is voluntarily made into hydride natural oil having non-soluble property.
