PURPOSE: A method is provided to make a front substrate of PDP panel without the misalign of bus electrode in plasma display. CONSTITUTION: The method of making a front substrate of PDP panel comprise the steps of depositing transparent electrode layer on a glass substrate, forming photo-resist pattern isolated to each other with predetermined distance on the transparent electrode layer, forming transparent electrode pattern by etching with the etching mask of photo-resist pattern, making the first dielectric isolator pattern having the height of photo-resist pattern by burying the first dielectric material in the gap of the photo-resist pattern and transparent electrode pattern, removing the photo-resist pattern, forming photo sensitive electrode layer having the same height of the first dielectric isolator pattern on the revealed transparent electrode pattern, forming bus electrode contacted with the first dielectric layer at the opposing peripheral part of the isolated transparent electrode by photolithography and baking, forming the second dielectric layer and passivation layer.
