PROBLEM TO BE SOLVED: To produce an incineration ash-recycled material free from dioxin detected by a dioxin analysis and capable of preventing the elution of heavy metals due to the hydration reaction in an accelerating test under a strongly acidic environment by a method free from environmental pollution. SOLUTION: In this method to detoxicate and recycle the incineration ash, the detoxication is carried out by treating raw ash in a space of a low oxygen state insulated from the outside air at a fixed temp. for a fixed time, mixing gaseous nitrogen with the generated waste gas and heating the mixture. The heating is carried out in the presence of a rare earth metal catalyst. The method is composed of a reducing reaction treatment process and a stabilizing reaction treatment process. In the reducing reaction treatment process, the waste gas is detoxicated. Before the stabilizing reaction treatment process for the incineration ash to be treated and/or before the reducing reaction treatment process, the incineration ash is pulverized into 100-150 mesh fine particulate. The reducing reaction treatment process is carried out by keeping the incineration ash at 400-600 deg.C for 20-40 min. The stabilizing reaction treatment process is carried out by keeping at 200-450 deg.C for 40-60 min. The incineration ash treatment device composed of the reducing reaction and the stabilizing reaction treatment device and a stack gas treatment device is obtained. |
