PROBLEM TO BE SOLVED: To bring out at maximum the performance of a vibration control damper. SOLUTION: A vibration control damper 4 is incorporated in key points on a main frame 1 constructed by joining columns 2 and beams 3 and column- beam joints 5 are subjected to semi-rigid joint, lower in rigidity than usual rigid joint. In this way, input to the vibration control damper 4 is increased in earthquake to concentrate the most part of earthquake energy, thereby causing the earthquake energy to be effectively absorbed by the vibration control damper 4.
