PROBLEM TO BE SOLVED: To attain excellent oxygen removing effect and high safety by containing a hydrazine derivative expressed by a specific general formula as an active component. SOLUTION: The hydrazine derivative expressed by the general formula, RNHNH2 (in the formula, R represents a 3-5C alkyl group, benzyl group or pyridyl group), concretely, isopropyl hydrazine, tert-butyl hydrazine, n-butyl hydrazine, benzyl hydrazine, 2-hydrazinopyridine or the like is used as the active component. The hydrazine derivative is produced by allowing a halogen compound expressed by a general formula, RX (in the formula, R represents a 3-5C alkyl group, benzyl group or pyridyl group and X represents halogen atom) to react with hydrazine hydrate. The adding method of an oxygen scavenger containing the active component is carried out by intermittently or continuously adding to water solutions. As a result, the oxygen scavenger has the effect of removing dissolved oxygen in water in a wide temp. range from 0 deg.C to b.p. and the method is high in safety.
