PROBLEM TO BE SOLVED: To utilize a frozen soil layer for reinforcing earth retaining. SOLUTION: A wall-like frozen soil layer 3 is formed in the ground by radiating underground heat in the atmosphere by a heat pipe 2 provided to the rear side of an earth retaining wall 1, and the earth retaining wall 1 is reinforced from the rear side by the frozen soil layer 3. Or, an anchor body connected to the top of the earth retaining wall is fixed inside the frozen soil layer formed in the ground surface on the rear side of the earth retaining wall. Or, both of them are combined with each other.
