PROBLEM TO BE SOLVED: To provide a continuous casting and rolling apparatus which can prevent the development of straight flaw caused by compound grain of Ti and B as the impurities in molten metal. SOLUTION: A stirring device 40 is arranged at a recessed part 30 formed at the bottom surface of a runner 14, in which the molten metal 22 flows. Then, the stagnation of the molten metal is prevented by stirring the molten metal near the recessed part 30 with this stirring device 40. In this way, since the stagnation of the flow caused by the recessed part 30 can be eliminated, the development of the straight flow caused by the compound grain of Ti and B can be prevented even in the operation for long time.
