PURPOSE: A drug delivery therapy is provided to include an agent formulation and a method for dispensing the agent formulation from a delivery system. CONSTITUTION: A drug delivery system includes a film surrounding a drug core including 1 ¯ 150 micrometers of drug particle and 1 ¯ 250 micrometers of hydrophilic property polymer particle being delivered together from formulation through an exit being formed by selecting from a group being formed by exits formed by a drilled exit, a bioerosion exit, a leaching exit, and a solubilizing exit. And the formulation includes an infiltrating polymer-hydrogel substituting a drug layer through a film exit being selected from a group being formed by a passageway, a pore, a microporous channel, a porous overly, a porous insert, and a micro pore.
