PROBLEM TO BE SOLVED: To improve production efficiency by forming engagement portions for a thermal insulating material of the same kind to be superposed on the reverse of the thermal insulating material, in a thermal insulating material made of a synthetic resin foam that is attached to structural members to be arranged parallel, spaced apart. SOLUTION: A first thermal insulating material 10 by internal foaming of foamed polystyrene beads is formed, and projections 11 are formed integrally right and left with a space that allows them enter between sleepers 1 on the reverse of this thermal insulating material 10, and grooves 13 are formed in the inside of the projections 11. And then, a second thermal insulating material 20 is superposed on the reverse of this first thermal insulating material 10, and are pressed against each other, and a dented portion 12 in the reverse of the first thermal insulating material 10 and a swollen portion 22 formed on the reverse of the second thermal insulating material 20 are fitted together to make a two-layered thermal insulating material. And then, sleepers 1 are arranged parallel with an appropriate space on a sill, floor joists 2 are arranged in the direction perpendicular to the sleepers 1, and the thermal insulating material 10 is fitted into an open space between the sleepers 1 and the joists 2. Therefore, two kinds of thermal insulating materials are prepared, and a thermal insulating structure conforming to a variety of thermal insulation standards can be built.
