PROBLEM TO BE SOLVED: To facilitate the piling-up execution of a civil engineering structure wall surface material and, at the same time, to make it possible to construct a stabilized and firm civil engineering structure even if such the piling-up execution of the civil engineering structure wall surface material is carried out. SOLUTION: A washer 7 is inserted in a bar-shaped member 4, and while one end of the bar-shaped member 4 is used as the mounting end of a civil engineering structure wall surface material, a curl section 15 for regulating the movement of the washer 7 is formed in the other end thereof. By the constitution, the washer 7 and curl section are used to increase frictional force against a back filling material.
