PURPOSE: An urgent access telephony is provided to enable an access to an appropriate urgent management station in time. CONSTITUTION: The urgent access telephony(111) comprises an apparatus for alarming an auxiliary urgent management station in response to a terminating urgent access call. The alarming apparatus includes; a unit for maintaining data indicating a corresponding relation between service areas(300) of plural urgent management station and an auxiliary urgent management station; a unit for discriminating a position associated with a subscriber telephone terminal in response to a reception of a terminating urgent access call from a subscriber telephone terminal which is placed at in a service area of the urgent access telephone system; and a unit for discriminating a management station serving the discriminated position among the plural urgent management stations and the auxiliary urgent management station, from the data and the discriminated position.
