PURPOSE: A doctor blade of a picture forming device is provided to always control a developing layer of a developing roller with a constant height. CONSTITUTION: The doctor blade of a picture forming device comprises: a first step(20) of processing the basic material of a metallic characteristic which is capable of contacting on a development roller; a second step(30) of performing a grit blaster processing for a plane contacted with the development roller of the basic material; a third step(40) of coating the contact plane; a fourth step of polishing the contact plane; and a fifth step(60) of again performing the grit blaster processing after the fifth step.
