PROBLEM TO BE SOLVED: To reduce the number of return side pallets by providing a pallet carrying speed and arrangement control means, and driving the objective pallet to be controlled according to the instruction. SOLUTION: A return side low-speed conveyor 12-3 is controlled by a control device 9-3 so as to be circulated at the speed slightly higher than the appearing speed at a landing plate 2 part of a pallet 1, and the pallet is stopped in the vicinity of a buffer area 14. A return side medium-speed conveyor 12-2 is controlled by a control device 9-2 so as to be circulated at the speed slightly higher than that of the return side low-speed conveyor 12-3, and a return side high- speed conveyor 12-1 is controlled by a control device 9-1 so as to be circulated at the speed slightly higher than that of the return side high-speed conveyor 12-2. Pallets of sufficient number to be fed into the pallet buffer area 14 can be continuously waited though the number of the pallets in the return mode present on a lower side is smaller than the number of the pallets present on an upper side.
