PROBLEM TO BE SOLVED: To prevent the fluid in an existing pipe from leaking to the outside even if the connecting part of the existing pipe is broken by vibration of earthquake or the like by setting an elastic member in the form of annularly covering the existing pipe in the connecting part, and fixing the elastic member to a structure. SOLUTION: The pipe connecting part 4 of an existing drain pipe 3 connected to side wall parts 2b, 2b is exposed, and a regulation ring 10 is set to the part enclosed by the sleeve 6a of a ring member 6 of the pipe connecting part 5. Thereafter, the ring member 6 is set to the pipe connecting part 5. Prior to use, the ring member 6 is divided into left half and right half ring pieces 7, 7 through the plane including the axial center CT1. Accordingly, in the setting of the ring member 6, the ring pieces 7, 7 are assembled around the pipe connecting part 5 so as to enclose it, and the plate setting part 6c of the ring member 6 is connected and fixed to the side wall part 2b of a collecting tank 2.
