PROBLEM TO BE SOLVED: To recognize efficient image summary from a part of coded data and to accelerate hierarchical coding with high compressibility by generating the m-th bit plane data based on the m-th bit and the M-th bit of the variable length code of each coefficient. SOLUTION: A generating means (image inputting means 101, etc.), generates plural coefficients (pixel value or quantization value) that represent an image. A variable length coding means level plane coding part 106, etc.,) performs variable length coding of each generated coefficient.
