PROBLEM TO BE SOLVED: To quickly obtain the generation time and generation position of an event detected by an optional node by storing time information detecting an event causing the generation of a trouble and the positional information of a node detecting the event. SOLUTION: An event detection part 101 generates event information related to a detected event. Time cfT having detected an event causing the generation of a trouble and the positional information cfN2 of a node having detected the event are transferred from a storage part 103 to an event judging part 102 as reference event information 13 by using a node name 'cfnet' as a key. The judging part 102 generates reference event information 13 by utilizing a node name Net detecting the event, the value Val of a signal in the node Net and the time cfT detecting the event causing the generation of a trouble and the positional information ctN2 of the node detecting the event which are transferred from the storage part 103 and writes the generated information 13 in the storage part 103.
