PROBLEM TO BE SOLVED: To provide a heating device which raises the temperature of the surface of a rotary body at a short time when a device is started up, and to provide an image forming device. SOLUTION: The device has as its parts an exciting coil 10, and a heat roller 3 which generates heat by causing an eddy current by means of the exciting coil 10. The heat roller 3 is disposed on the outside of the fixing roller 1. The heating of the surface of the fixing roller 1 causes the heat roller 3, which has generated heat by the exciting coil 10, to further be heated and further applies heat to the surface of the fixing roller 1, thereby raising the temperature of the surface of the fixing roller 1 in a short time.
