PROBLEM TO BE SOLVED: To precisely identify the type of a secondary cell. SOLUTION: When a secondary cell 14 connected to a connection terminal 12 is charged by a constant-current constant-voltage charging system, a control roller 24 detects the change in the charge voltage, measures a constant-current charge period, corrects measured time by voltage, when starting charging and temperature being detected by a temperature sensor 38, recognizes the type of the cell corresponding to the corrected constant-current charge time period by the stored data in a memory 40, and sets pre-end and end voltages corresponding to the type of the cell. When the output of the secondary cell, where the type is identified is to be supplied to a load circuit 20 at discharging, the controller 24 monitors a discharge voltage, compares the set pre-end and end voltages with the discharge voltage, outputs an alarm when the discharge voltage reaches the set voltages, and outputs control signals 112 and 116 for prohibiting the discharge of the secondary cell.
