PROBLEM TO BE SOLVED: To provide an adding and eliminating device of a video identification signal which is applied to a switching part of all intermittent photographic video recording and reproducing devices on the market and to provide its method. SOLUTION: This device consists of a camera ID detector 210 which detects the insertion position of a camera ID that is included in a video signal inputted from a switching part, a frame ID inserting device 220 which adds and outputs an inherent identification number of each frame to the frame of the video signal in section except the detected insertion position based on that position, a picture recording and reproducing part 230 which intermittently record a video signal into which an frame ID is inserted and reproduces a recorded video signal and a controlling part 260. Thus, a frame ID eliminating device 250 which selects, eliminates and outputs a frame ID inserted from a video signal that is reproduced from the part 230 based on the insertion position of the frame ID inputted from the device 220 and a process are entirely controlled.
