PROBLEM TO BE SOLVED: To easily perform the management and change of access right by relating it with the attribute of a user on the organization. SOLUTION: A document access designating part 42 designates the mode (kind) of access such as reference, preparation or approval to be performed to the document in a database 1. Based on the section and managerial position of the user, a document preparation/reference right check part 43 judges whether the user has the access right or not corresponding to the designated document and access kind. A page preparation/reference right check part 45 investigates whether the user has the access right to perform reference or preparation corresponding to the kind of access together with the part designated by a table-of- contents display part 44. A page display/write part 46 displays the page of the designated document.
