PROBLEM TO BE SOLVED: To improve the discrimination precision of an image area and to accelerate discriminating speed. SOLUTION: Inputted image data are divided into blocks, and a dot detection part 101, a MAX-min detection part 102, and an average density detection part 103 calculates feature values for every block. A block attribute discrimination part 104 determines the image attribute (dot, photograph, character, or background) of an attentional block based on the feature value of the attentional block and the feature values of circumferential blocks. In a dot area rectangulating part 109, a character area rectangulating part 110 and a photograph area rectangulating part 111, rectangular areas including blocks having the same image attribute are cut respectively.
