PROBLEM TO BE SOLVED: To provide a device for hierarchically and efficiently encoding/ decoding shape information. SOLUTION: In the device, inputted shape information is converted by a horizontal shape conversion means 11, the output of the means 11 is connected to 1st and 2nd shape conversion means 12-1, 12-2, the output of the means 12-1 is connected to 1st and 2nd memories 13-1, 13-2. The 2nd shape conversion means 12-2 also is similarly connected. Outputs from 1st to 4th memories 13-1 to 13-4 are connected to a reference pixel determination means 14 and the output of the means 14 and the outputs of the 2nd to 4th memories 13-2 to 13-4 are connected to an object pixel encoding means 15. The output of the 1st memory 13-1 is connected to a post stage horizontal shape conversion means 21. Then respective connected stages have similar constitution and the output of the 1st memory 33-1 on the lowest resolution is connected to the means 15. The output of the means 15 is connected to an external terminal.
