PROBLEM TO BE SOLVED: To eliminate the need of improving the characteristics of a used semiconductor element and to enable operations from a low frequency to a high frequency range. SOLUTION: Drive current level required for the transistors 11C-11E and transistors 11H-11K of first and second master side read circuits, the transistors 11L-11N of a master side holding circuit, the transistors 12C-12E and transistors 12H-12K of first and second slave side read circuits and the transistors 12L-12N of a slave side holding circuit are all made equal. Then, the transistor 13B of a constant current part 13 makes a drive current flow to the second master side read circuit and the second slave side read circuit and the constant current part 13 switches the constant current state and the OFF state of the transistor 13B corresponding to the frequency of input data DATA.
