PROBLEM TO BE SOLVED: To connect the user device having no distributed application platform to the distributed type network. SOLUTION: A user information device 12 is provided with physical points 12D, 12E corresponding respectively to a stream termination point and a network termination point. With a termination point control line 13 a user signal device 11 and the user information device 12 are interconnected. The user signal device 11 is provided with a distributed communication control means 11D, a distributed service control means 11B and an information device control means 11C that uses a termination point control signal to control the user information device 12. The user information device 12 is provided with a physical point connection means 12B and a termination point signal processing means 12A that uses the termination point control signal to coordinate with the user signal device 11.
