PROBLEM TO BE SOLVED: To form a picture in a short time. SOLUTION: Plural ITO electrodes are arranged at respective sides of the front surface and the rear side surface of a color developing sheet 30 in which many two-color rotary spherical grains of 31 of white and black are rotatably housed in a plane shape. Then, a black-and-white picture is formed by at first applying voltages on the ITO electrodes so that respective white surfaces of all two-color rotary spherical grains 31 face to the front surface side of the color developing sheet 30 and next by selectively making black surfaces face to the front surface side of the sheet 30 while selectively applying voltages on ITO electrodes so that black surfaces face to the front surface side of the sheet 30 based on picture data.
