PROBLEM TO BE SOLVED: To obtain a conductive member which can be suitably used for an electrophotographic device for which a high-definition image is strongly demanded by providing the surface thereof with fine ruggedness structure and specifying a ratio between the surface area of a surface formed of the ruggedness structure and the surface area of a smooth surface. SOLUTION: When the area of a reference surface (surface area of a smooth surface) at an optional place on the surface is defined as S0 and the actual surface area (surface area of the surface formed of the fine ruggedness structure) of the reference surface is defined as S1, the ratio S1/S0 is >=1.1. The fine ruggedness structure of the surface more sufficiently achieves the function thereof as the surface area formed of the surface is larger. However it is good that the ratio of the surface area is >=1.1, preferably >=2.0 and more preferably >=3.0. When the surface having the fine ruggedness shape whose ratio of the surface area is >=1.1 is formed, large water repellency can be given though a material whose water repellency is not specially large is used.
