PROBLEM TO BE SOLVED: To make it possible to easily add display effects such as transparency, gradation and mosaic to a certain image on a digital moving picture. SOLUTION: Digital moving picture data consisting of frames and area information defined correspondingly to respective frames are respectively encoded, the area information data are multiplexed synchronously with respective frames in a digital moving picture stream as one output. In the case of reproducing the moving picture encoded by the procedure, respective data are demultiplexed by a demultiplexing means 11, the area information and the digital moving picture stream data are decoded by respective decoding means 12, 13 and the pixels of moving picture data on a specific part in a frame specified by the area information on a finally obtained display digital moving picture stream are changed by a data changing means 14 to add so-called mosaic or the like.
