PROBLEM TO BE SOLVED: To attain a high precision and high speed processing in a frequency dividing judgement processing at the time of the circuit simulation of a prescaler circuit. SOLUTION: An analog function describing language model 111 is provided with a simulation condition setting part 111a for giving data such as a permission error rate to a net list extracting part 3, a frequency dividing judging part 111b for reading a circuit simulation result 21, executing a processing to judge whether the output waveform of the prescaler circuit, which is the simulation result, is normally frequency-divided or not, and also controlling a simulation interrupting part 5 in order to interrupt the simulation under execution at the time of a judgement processing end and an input sensitivity characteristic file generating part 111c for generating an input sensitivity characteristic file 12 where the frequency and the amplitude of an input signal at the time of judging that the operation of the prescaler circuit in normal by the judgement processing are recorded.
