PROBLEM TO BE SOLVED: To provide a new optical member provided with both high reuse efficiency (polarization conversion efficiency) of the polarization reflected by a polarization reflective plate and a function of adjusting the directivity of a backlight beam in a backlight system using the polarization reflective plate. SOLUTION: This 1/4 wavelength plate is used for the backlight system having the polarization reflective plate, and is constituted of a 1/4 wavelength layer and a light diffusion layer where rugged parts are formed on a nearly whole surface of its one side surface layer, and which develops light diffusiveness since the light beam transmitting the surface layer is diffracted in many directions by refractive index differences of the rugged interface.
