PROBLEM TO BE SOLVED: To obtain a sensor that is grounded to the earth and does not required electrode at a movable side by providing a sheet-like electrode that is formed on a substrate and where voltage is applied and a C/V converter for converting the amount of change of a floating capacitance which is generated around the electrode to a voltage value. SOLUTION: A sheet-like electrode D, that is formed on a substrate 1 and where voltage is applied, is covered with an insulation film R. Also, the amount of change of a floating capacity being generated around the electrode D is converted into a voltage value with a C/V converter 9 and is detected by a detection part 8. Then, a floating capacity Cs being generated around the electrode D changes due to the degree for bringing a finger U closer to the electrode D, and the amount of change is converted to a voltage value V by the detection part 8 and the C/V converter 9. Therefore, the capacitance sensor can be utilized, for example, as a voltage regulator without contact.
