PROBLEM TO BE SOLVED: To provide a packet transmission system and an address solving protocol capable of performing a processing entirely in a network layer regardless of the difference of an NBMA network and a broadcasting network and improving portability, in an end device (including terminal and router) for solving the destination address of a data packet. SOLUTION: In the network layer, when a packet transmission part 43 detects that the direct route of an input packet 70 is not registered in a routing table 44, a path management part 45 sends out an inquiry packet, preparation of the point-to-point logical interface of the direct route is requested to an interface management part 42 based on the data link layer address of the destination included in a received response packet, and the prepared logical interface is registered in the routing table 44.
