PROBLEM TO BE SOLVED: To prevent disabled data update of a database device due to defective communication of the exchange processing unit with a base station in the case that a mobile terminal such as a PHS conducts hand-over and then completes communication. SOLUTION: The exchange processing unit 201 temporarily stores position data of base stations 102 (102a-102c) with which a mobile terminal 101 makes radio communication and processing data of hand-over and discriminates presence of hand-over based on the processing data stored temporarily when detecting end of the communication. When the processing unit 201 discriminates the execution of the hand-over, the unit 201 updates data of a database device 104 based on the final position data of the base station 102 temporarily stored, then the data of the database device 104 are properly updated even without reception of data of an update request.
