PROBLEM TO BE SOLVED: To transmit information used for a purpose other than voice communication and data communication by using unused bits of a position registration signal of existing cellular radio communication. SOLUTION: When a security system 1 detects a fault, the system 1 generates an alarm signal, which is fed to a signal generating section 21 via an alarm input port 23 of a terminal 2. The signal generating section 21 sets a value denoting occurrence of the fault to unused bits of a position registration signal and sends the value to a system 33 via a signal transmission section 22. A signal reception section 31 of the system 3 receives the position registration signal from the terminal 2 and gives the signal to a subscriber database 33 via a signal comparison section 32 only in the case of revision to rewrite data of the database 33. The subscriber database 33 informs an alarm monitor center 4 about occurrence of the fault via an alarm output port 34 when the unused bits of the position registration signal. indicate a value denoting a fault.
