PROBLEM TO BE SOLVED: To simply update a control program of a mobile terminal. SOLUTION: The program updating system is provided with at least one control program management device that manages a control program and plural mobile terminals 1 that conduct information communication with the control program management device through a radio path. In this case, the control program management device is provided with a model information database 9 that has model information on the mobile terminals 1, a version information database 10 that has version information on the control program, and control program databases 11, 12 that has program file data on each model of the mobile terminal 1, and each mobile terminal 1 is provided with a nonvolatile recording medium that stores the program file data that are transferred when the control program is updated.
