PROBLEM TO BE SOLVED: To prevent a sub threshold current from flowing between two nodes by setting a transistor between the judgment node and the grounding node which is turned on in a standby state and turned off in an active state. SOLUTION: An N-channel MOS transistor QNL is connected between a judgment node N and a grounding node Vss and is turned on/off in response to a bank activation signal RASX. When the bank activation signal RASX from a bank decoder is an H level, the program circuit is in a standby state. At this time, a voltage of the judgment node becomes a ground voltage Vss and a P-channel MOS transistor QPH2 receiving an inverting voltage of the judgment node N is turned off. As a result, a source voltage and a drain voltage of an N-channel MOS transistor QN0a-QNna, QN0b-QNnb become equal to each other, so that a sub threshold current dose not flow between the judgment node N and the grounding node Vss.
