SOLUTION: A master station 20 is provided with a master station's built-in clock 23, a master station input level measurement circuit 21 that measures an input level of a reference signal sent from a reference signal oscillator being a reference of time synchronization and with a level information insertion circuit 24 that transmits level information to a slave station based on the input level to correct the master station's built-in clock 23 based on the input level of the reference signal. The slave station 30 is provided with a slave station's built-in clock 36, a slave station input level measurement circuit 31, a level information extract circuit 32 that extracts level information sent from the master station 20, a level difference calculation circuit 33 that calculates a difference between the measured input level of the reference signal and the extracted level information, a memory that stores a transmission delay time due to the difference as data, and a slave station processor 34 that adds the read transmission delay time data to the input level measured by the slave station input level measurement circuit 31 to correct the slave station's built-in clock 36.</p>
