PROBLEM TO BE SOLVED: To output an image to plural video signals whose frame frequencies are slightly different with the same clock at the time of decoding MPEG 2. SOLUTION: A pixel number conversion circuit 9 which converts the number of pixels is provided so that plural digital video signals whose frame frequencies are different can be processed with a common clock frequency by replacing the difference of a frame frequency with the difference of the number of pixels about the plural digital video signals whose frame frequencies are different. A frame frequency value decoder 11 detects a frame frequency and appropriately sets the number of pixels in a horizontal direction of the circuit 9 in accordance with the frame frequency. Thus, if the difference of a frame frequency is replaced with the difference of the number of pixels to convert into an image whose frame frequency is the same and whose number of pixels is different, the signals have the same frame frequency and can be processed with the same clock.
