PROBLEM TO BE SOLVED: To establish an international free call connection by receiving the dialed special service number of an originated call on an internet, mapping the number to the protocol address of an incoming telephone server managing destination numbers, and selectively routing the originated call from the telephone server to any incoming telephone server and destination number. SOLUTION: An internet telephone server(ITS) 404 receives the originated call of the special service number dialed by a caller at a place 401 through a class-5 local exchange 402. The ITS 404 maps this originated call to a destination number 410 and the internet protocol address of an incoming ITS 407 managing this number and selects the route of an internet 405. The ITS 407 terminates this originated call through a class-5 local exchange 409 to the destination number 410 and connects it. Thus, the international free service can be provided and managed and a collect call data service or the like is enabled.
