PROBLEM TO BE SOLVED: To make it possible to activate a substance efficiently by allowing a layer made of conductive metal to intervene between a substance to be activated and a layer of a radiation emitting means that emits radiation so as to activate the substance. SOLUTION: The substance activation device 10 that activates air sucked by the engine of a car through an air duct D made of, for example, a macromolecular material consists of a radioactive substance layer 11 like a synthetic resin plate containing powdery monazite, copper plates 12 and 13 laminated above and below the layer 11, a lead plate 14 and a copper plate 15. If such layers are wrapped around the duct D so that the copper plates 12 and 13 can be brought into intimate contact with the duct D, a metal layer is formed out of the copper plates 12 and 13 on the duct D and the radioactive substance layer 11 is formed outside the metal layer. Consequently, the radiation from the radioactive substance layer 11 acts on the air flowing in the duct D to ionize the air. At the same time, the electric charge generated at the time electrifies the metal layer to generate an electric field and a magnetic field, which act on the ionized inhaled air and boost the activation of the air substantially.
