PROBLEM TO BE SOLVED: To obtain a recording and reproducing apparatus which can deal with the fine track pitch of a magnetic tape and in which a cartridge constituting a recording and reproducing mechanism part can be made more compact. SOLUTION: In a recording and reproducing mechanism part, a feed-side tape reel 8 and a take-up-side tape reel 9 are arranged at two upper and lower stages coaxially with a reel shaft 20, and a magnetic tape 10 which is pulled out from the feed-side tape reel 8 is wound on a rotating head drum 16 to be an '8' shape so as to be taken up on the take-up-side tape reel 9. A cartridge 5 is constituted in such a way that the recording and reproducing mechanism part is sealed airtightly inside a cartridge enclosure so as to be built in. Then, a connector 6 which is provided with the cartridge 5 is inserted into, and attached to, a video camera apparatus body 1, and a recording and reproducing operation by a digital signal can be performed.
