PROBLEM TO BE SOLVED: To easily extract a still picture from moving pictures and to record it in an image recording and reproducing device. SOLUTION: A still picture that is designated by a user is extracted from moving pictures inputted through image input/output means C1 to C5 or from moving pictures reproduced from moving pictures recording means 11 and 12 and the extracted still picture is recorded in a still picture recording means 22. Thus, it is possible to easily extract a still picture from moving pictures and to record it even without connecting plural devices as in the conventional practice and thus convenience is improved more than in the conventional practice.
