SOLUTION: A pair of vehicle detecting sensors S1 and S2 are arranged along the traveling direction of a road with an interval wider than the width of a human body and narrower than the minimum length of an object to be detected. A control part 30 detects a detection signal from each sensor S1 and S2 and the rising and falling of the AND signal of the detection signals, and checks whether or not those detected results indicate a specific pattern at the time of the passage of the vehicle, and judges the presence or absence of the passing vehicle.
